Appearance:
Hughes looks scruffy and grizzled, is 6'2" tall, and seems lanky at first glance. He looks a little old for his age because of the scruff, but tends to seem younger because of the way he acts. It’s easy to make an impression that he’s a sloppy, lazy individual, but if one were to look closely at his clothing and how he carries himself, one will see that he’s actually pretty well-dressed and clean, and that he has a kind of rumpled sort of charm that can pass off as wisdom in the kind of job he gets into.

Hughes has sharp, yellow-green eyes that are masked not only by his dorky glasses, but also by the fact that he is always cheerful and smiling. In actuality, the grade of his glasses is so minimal he doesn’t actually need it unless he’s reading. It’s just convenient to have, to make him look more harmless, and to hide his eyes.

Personality:
Hughes is a very cheerful and optimistic person, who’s usually happy-go-lucky and relaxed. He’s hospitable and goes out of his way to help people, especially if they’re children, and he’s simply the kind of guy that’s very easy to warm up to. He seems very open about his emotions and thoughts regardless of who it is he’s speaking with, which makes one assume that he’s a gullible man, overly friendly and just a little more than jolly. Hughes is easily contented and not at all ambitious.

While most of that is true, he’s not as gullible and guileless as he lets on. His kindness is certainly not an act, but it does function as an effective mask to hide a sharp mind. He’s very aware and alert of his surroundings, always filing and analyzing information in his head because of his job even when he looks like he’s just goofing around. Other than that, though, what you see is what you get, plus a bonus of surprising perception, warm compassion, and wise understanding (in a very manly way).

Hughes is extremely loyal to his friends and is a family man through and through. The one thing he loves with all his life is his wife and daughter, and he doesn’t pull punches when it comes to boasting about them, going as far as to post all over the network about his love and then some. He can get very enthusiastic, and this is genuinely, truly a side of him that he never has to force on himself.

He’s the type of man will do what needs to be done no matter how dirty the job is. Fortunately, his attitude so far has managed to keep him together despite some nasty assignments. In general, he’s a strong-willed individual who doesn’t falter in his duties, and can always be counted on to know what’s right from wrong. He knows where he stands, but thought and action are different things entirely and that's where the problem lies.

Abilities/Weapons:
Hughes has two primary abilities that go well together: espionage and people skills.

His job at the moment is joining various ships that Ivona’s government has deemed as suspicious and observing their activities. While he’s not required to act in the interest of Ivona while assigned to a ship or another, his job is in no way easy. Hughes needs to be able to infiltrate completely, which usually means taking up some responsibility in the ship and becoming one with its crew. He’s able to do this through his very good people skills, which gains him the trust of his shipmates and allows him to find out about things without having to sneak around to do it most of the time.

Needless to say, Hughes is a fairly intelligent individual, though not a genius or special in any way. His main strength is really in perception and observation, in how he can understand other people’s emotions, which makes him an easy person to trust and seek out. When he enters a ship as a spy, he still puts effort into actually, genuinely helping out the ship in question even when he’s already gathering information about them. His superiors sometimes accuse him of actually helping them out too much, but he’s just that kind of guy.

His background in the military has taught him how to fight well, and fight sneakily. He opts for small, throwing knives as his main weapon of choice, though he’s also good with his fists. Despite his age, he has amazing stamina and energy, which is… mostly used to talk people’s ears off.

How well can your character hack?:
It’s part of his training and job description, though he doesn’t quite trust the network to spit out the information he needs. Hughes is careful enough to check the network well, although he doesn’t pay it as much attention as he should. He would much rather gain information through observation, because he feels that is most reliable. He can hack up to medium-hard difficulty.

Weaknesses:
He is a very kind person, no matter how easy-going and boisterous he seems, and values his friends and family above all else. It is very easy to use his loved ones against him, and he will forget his own safety for the safety of others.

His loyalty, of course, comes with disadvantages. He’s the kind of person who will do his duty to his country no matter what, which means that he’ll do a job no matter how dirty it is if commanded to do so. He’s fairly well-balanced emotionally and mentally, but this sort of thing can come back and bite him in the ass once in a while, especially when he gets a little too attached to his targets and eventually has to betray them.

Hughes is strong-willed, but weak in the face of friends and conflict: He can never say no to people he can help, and he'd rather stand at the side when heads start rolling. He can appear as a coward or sensible, depending on the person's point of view, but Hughes definitely picks his fight.

As for physical weaknesses—his first instinct as a spy is to defend and flee rather than fight, and it is sometimes these split-second decisions that cost him a lot of pain and grief. He’s good at combat, but it needs to be emphasized that he’s only a normal human being, with normal human strengths and capabilities. He doesn’t do magic, alchemy, or whatever abracadabra his friends back in the academy and military can do (read: Roy), and he only has his knives on him.

History:
Maes Hughes grew up a normal, friendly boy in Bellcius in a normal, well-to-do family. Eventually, like many boys of his childhood, he went off and joined the academy to be an honorable soldier of Ivona’s prestigious military. He graduated at nineteen and advanced in rank at average speed. Hughes also got married when he was about 23, to the loveliest, most precious woman in the world, Gracia.

He was sent to the latter half of the Ishaval campaign as a Lieutenant in the Margaret, where he met one Roy Mustang, became good friends with the boy, and eventually saw him at his breaking point. Hughes filed for a transfer from the Margaret the same time as Roy to join him in doing normal groundwork. It was during this time that his beloved daughter (light of his life and all that) was born.

Hughes pretty much led a normal soldier’s desk-life for a couple of years until his officers realized he was exceptionally good at pulling information out of people, and tried him out as an informant. Ever since then, he’s been assigned to infiltrate and become part of different suspected ships and terrorist groups, gathering information from the ships and feeding them to the military. Most of the missions are for the purpose of finding out if the ships are major threats to the country in any way or house wanted criminals. The missions, however, don’t require him to sabotage or take down his targets – he is really just there to mingle and gather information, and doesn’t step in to meddle unless in very extreme situations.

His next assignment is to infiltrate the Winding Way and find out just what the ship really is about, once and for all. The resume he plans on presenting the captain of the Way includes navigation skills, people skills, children skills, and a picture of his daughter. The story is that he’s a former member of the Ivonian army who quit not because of corruption and the like, but because he wanted to travel Reial.

He also seems to have kept ties with a certain young Flame Alchemist aboard the Ivonian ship Victoria II.
